Ken Notes: I need to step back just a bit on this issue. There is language that allows free speech and assembly -- so while more restrictive in designation of where and thus increasing the potential for penalties -- it appears those who want to can still state their mind on the sidewalk just don`t throw stones or step off the sidewalk....
